2007 - Security - Personal and Economic
This forum explores the central concept of security in relation to establishing a meaningful, sustainable democracy. By "security," we are connoted several important issues. First, there must be a sense of personal security (i.e. safety). Second, citizens must have a sense of economic security. Third, a more general sense of the country as an international actor must be conceptualized and executed (e.g. good relations with important neighbors, other countries, international institutions, etc.). We argue that all of these issues are crucial to any nation's successfully consolidated democracy.

DEMOCRATIC CONSOLIDATION MAIN FORUM - 2007
In January of 2007, students at the University of Miami began a new vigorous discussion about consolidating democracy both abstractly and in the specific context of Nepal. We invite participants from anywhere in this discussion.
Below, you will also note the archived discussions from last year's topic "Designing Liberal Democracy." Feel free to peruse these discussions but please do not post to them, but instead post to the new 2007 discussion.

2007 - Transparency & Accountability
We propose that in order for a democracy to consolidate (more) fully, the government's activities must be fully transparent (within reason as defined by the legislature) to the public and the world at large. We expect that this transparency will encourage another critical piece of the consolidation challenge: accountability. Governments and politicians must be accountable to the citizenry for a democracy to succeed.

2007 - Inclusion
To consolidate democracy, societies must find creative and meaningful ways to incorporate all members of society. In Nepal specifically, the new democratic project must take major steps to address the inclusion of minority groups (linguistic, ethnic, caste, etc.), women and previous non-democratic actors (the military, the monarchy, etc.), among other groups.

2007 - Will
To have a successful and consolidated democracy there has to be a will for one. That said, there is much that can be done to stimulate enthusiasm for and commitment to democracy including education programs.
This forum will look abstractly at this concept of will particularly through other countries' experiences, and will also promote more pragmatic discussion about how to engender excitement and dedication to this type of system of governance.

2007 - Education
Every successful democratic society relies on education as a cornerstone. First, "civic" education can help to promote the system. Second, education more generally is a key component of economic growth. We argue that with more economic stability, citizens can dedicate more time to growing and maintaining a successful democratic system.

2007 - Institutions
In order for a democracy to consolidate, there need to be effective institutions to execute the necessary duties of government. To start, there need to be fair and free elections and the mechanisms to execute them. There also need to be government bureaucracies to implement the basic activities of government and new legislation of the parliament.

2007 - Civil Liberties
New democracies must have "equality of opportunity" for all citizens across all facets of the system. These liberties include basic and pragmatic concepts such as a freedom of expression, a free media and freedom to congregate and form organizations. Moreover, we are interested in exploring these issues more abstractly -- which "liberties" are most important to consolidating a democracy?

Archived - Please do not post - Designing Liberal Democracy - General Discussion Forum - 2006
Interactive discussion involving US and Nepali Students. Taking as inspiration the teams of social scientists that sought to “design democracy” in post-World War II Japan and Germany, this interactive discussion will utilize the laboratory of the South Asian country of Nepal.
In the seven substantive areas identified below, you will find 1) a "super" annotated bibliography about the subject area, 2) an original proposal developed by teams of political science students at the University of Miami, and 3) a set of questions upon which these students are seeking input to help them understand better the political situation in Nepal.
The students not only welcome but strongly encourage people to comment on any aspect of their work. We are seeking above all else to generate intellectual discourse about these key areas in an important country.

This forum focuses on the central liberal democratic tenet of the “consent” to be governed (people agreeing to allow representative government to make important decisions for the nation), which includes an emphasis on the transparency of the system (and perhaps most especially to address important issues of fighting CORRUPTION)
